Ross Statham, Managing Director
Ross is a service-disabled veteran and the founder of Dogwood. After six years in the US Army (1975-1981), Ross joined W4 Research, where he helped design some of the earliest Novell networks, including one of BellSouth’s first mission-critical networks. Ross moved to Atlanta in 1987, and became a Regional Manager, the Business Development Manager and Director of Federal Operations for Kyocera Electronics (Kyoto, Japan) from the mid 80’s to early 90’s before joining Proteon, a pioneer in local and wide-area networking.
While at Secure Computing Corporation, he was closely affiliated with the Professional Services and software groups, working on a full range of security issues, from policy development to perimeter security to authentication including a $21 million consulting contract that his team closed with a Fortune 10 company. Ross decided to use his “large company” experience and founded Dogwood in order to bring mission-focused solutions clients.
Ross is a former member of Mensa and a commercial-rated (instrument) multi-engine pilot. His other life “passions” are Bible study, amateur radio and cycling. An Eagle Scout, former Scoutmaster and Scouting District Chairman, Ross is a Scouting Silver Beaver recipient and formerly served on the Executive Board of the Northeast Georgia Council of the Boy Scouts of America and on the national committee. He is the former Vice-Chairman of the Forsyth County Georgia Zoning Board and is a life member of Disabled American Veterans (he was formerly a member of the Third US Infantry, The Old Guard.) He volunteers his time for Angel Flight Southeast and serves on the Board of Directors of the Tri-County Airport (Florida) Airport Authority.

Paul Maynard, Executive Vice President, Administration
Paul is a service-disabled veteran and joined Dogwood in February 2017 with over thirty years of government experience, having served his country with distinction in the United States Air Force as a Chief Master Sergeant, then taking senior roles in Customs and Border Protection and the Office of the Chief Counsel of the Internal Revenue Service, Department of the Treasury, in San Francisco. At the IRS, Paul’s duties included his directly overseeing budgets and contracts, statements of work; he directly supervised its Officer Managers and Support specialists, supervising the entire area staff.
In his last position at the US Air Force, Paul provided higher level management direction to seven subordinate units, including contracting, helping to supervise the ongoing budgeting process and providing leadership and guidance in a wide range of commands and duty assignments throughout the world. Paul has extensive overseas experience and has led diverse teams throughout his career.
Paul is Six Sigma/Lean Technologies certified; he works in metro Tampa, Florida.
Edward Rigel, EVP Operations & Human Resources
Ed joined Dogwood in 2008 from an Atlanta specialty retailer, where he was a District Trainer while managing a large specialty customer service team. He brings a unique mix of customer service, operations, consulting, training and human resources skills to Dogwood.
Ed has a Bachelor’s in Anthropology and Human Biology from Emory University and a Master’s in Anthropology from Georgia State University (2005). A strong background in research techniques led him to be known at Dogwood as “the guy who can find things.” He started as a Research Associate tracking down project opportunities and soon found himself wearing different hats as the Vice-President of Operations with oversight of all human resource areas. He also serves as Dogwood’s Facility Security Officer. Ed is an active musician, playing several instruments (none of them very well) and is a member of the Georgia Society, Sons of the American Revolution.
Jeff Bowler, CFCM, CPCM, Partner & SVP of Recruiting & Capture
Since joining Dogwood in the summer of 2013, Jeff has directed Dogwood’s contract capture initiatives as well as its talent acquisition / staffing services. Jeff has over twenty years of experience in contract negotiation and recruiting for workforce acquisition projects involving IT, Cyber Security, Administration, and healthcare personnel. His focus over the last 8 years has been on personnel contracts in the public sector/government space.
As a Certified Federal Contracts Manager (CFCM) and a Professional Contracts Manager (CPCM) through the National Contracts Management Association (NCMA), Jeff is well educated and experienced in the ever-changing environment of federal and commercial contract principals, regulations, and law. He has acted as an adjunct instructor for federal contracting courses and he also serves as Dogwood’s Assistant Facility Security Officer (AFSO) while staying abreast of all cyber security laws and regulations pertaining to government contracting firms, such as ours.
His experience also includes serving as Program Manager on various contracts while working with contracting officers and government leadership on Performance Standards, Evaluation, Incentives, QA Surveillance, Documentation, Reporting, CPARS and other contract related requirements. These engagements have also required his attention to contract performance compliance per government FAR, FSS, DOL, OFCCP, SAM, SBA, SCA, and UCC regulations.
Jeff holds a Finance Degree from Florida State University and is a married father of four; he resides in the Florida panhandle. His personal interests include, yes…. government contracting, sports of any kind (GO NOLES anyone?), the beach, and following his children’s activities at college and high school.
